Active Sync Question
I am running Exchange 2003 SP2 with ActiveSync and I want to increase the size of messages (defaults to 3k) downloaded by EAS clients. From reading this blog http://msexchangeteam.com/archive/2006/11/21/431608.aspx the author states that Exchange 2003 SP2 supports a global policy that would allow me to do just that. However all I can find is references to 2007 per-user policies, and a security policy for password control on Exchange 2003.
I am at a loss... I've looked all through Exchange System Manager and the Web. I haven't located an additional policy or component that I need to add to enable this capability. Can what I want to do be done, and if so where?

Exchange 2003 SP2 first introduced EAS policies;
""however Exchange 2003 can only create only a single global policy which applies to all users"" not specifically excluded. Exchange 2007 EAS policies are per-user policies, so you can create as many policies as needed to meet your company's security requirements.
So are your searching for per user policy in Exchange 2003?
The author mentions about limitation of Mobile device policy in Exchange server 2003.

Yes, the way I read the blog entry the limitation was that only a single global policy could be created rather than the per-user policies available in 2007. Unfortunately it's not clear what IS available in 2003 and my searching through the MS Knowledgebase has been unsuccessful in clearing it up. All the KB articles I found refer only to 2007 and don't cover the specifics for 2003.
I wanted to contact the original blogger (who is a Microsoft employee) but there's no contact info and the blog entry is closed to new posts.

Device Password Policies
Previously, there was not a solution for enforcing passwords using Exchange Server. In SP2, this capability is now provided by configuring a central policy to enforce a password on the mobile device.
After you enable the policy, you can configure the following device security options:
Minimum password length (characters) This option specifies the length of the password for the device. The default is four (which is also the minimum length). You can specify up to 18 characters.
Require both numbers and letters This option determines password strength. You can enforce usage of a character and/or symbol in the password.
Inactivity time (minutes) This option determines how long the device needs be inactive before the user is prompted for the password.
Wipe device after failed (attempts) This option lets you specify whether you want the device memory wiped after multiple failed logon attempts.
Refresh settings on the device (hours) This option forces the mobile device to verify and re-download the policies at set intervals.
Allow access to devices that do not fully support password settings This option permits you to specify whether devices that do not fully support the device security settings are able to synchronize with the Exchange Server.
Exceptions You can specify users who are exempt from the configured settings by adding the users to the Device Security Exceptions List.
